Family Stability Program

Southeast CDC manages the Family Stability Program that provides intensive case management and financial assistance to families at risk of losing their home or having a utility turnoff. To be eligible, families must have a child at one of our community or partner schools:

  • Highlandtown #215 EMS
  • Highlandtown #237 EMS
  • John Ruhrah EMS
  • Tench Tilghman EMS
  • William Paca ES
  • Graceland Park-O’Donnell Heights EMS
  • Holabird Academy

The Family Stability Program helps families with children stay housed and achieve economic self-sufficiency, which in turn reduces the number of disruptive school transfers for the children.

Our Family Stability Program has served over 100 families with more than 250 school-aged children. Only 3 children (1%) have had a disruptive move to another school. Our follow-up with families has indicated that 98% of families who successfully exit the program have sustained permanent housing one year after program completion.

When families first enroll in the program they may receive emergency assistance to prevent the loss of housing or utility turnoff. Once the crisis has been resolved, families then remain in the program for up to 12 months, meeting regularly with a case manager to set and work on goals related to financial and housing stability. Families are supported through case management, financial coaching. and referrals to community resources

The Family Stability Program is currently managed by Kate Jakuta, an experienced bilingual (Spanish) case manager with a background in providing individualized support services to low-income and immigrant households in Baltimore City.

The work of the Family Stability Program is driven by respect for the autonomy, individuality, and strengths of the clients we serve. All of the program participants have experienced a housing crisis, but they are resilient and driven to work hard to support and advance their lives and those of their children. Families work with Southeast CDC in a collaborative partnership, sharing resources and expertise with one another in order to accomplish the goals they have set for their family.
